Reconciling Daylight Saving Time With Payable Time in HRS

Overview

This procedure discusses how payable time is generated for shifts which span the Daylight Saving Time change. It also explains how to review and approve time worked on the Sunday of Daylight Saving Time. This procedure only applies to employees who use punch timesheets and work between 1 a.m. and 2 a.m. on the Sunday on which the time change takes effect.

Instructions

If a non-exempt punch timesheet employee works a shift which includes time between 1 a.m. and 2 a.m. on the Sunday of the Daylight Saving Time change, the shift's hours will be adjusted in payable time to add an hour in the Autumn and to subtract an hour in the Spring. REG, differential, and call-back hours will be adjusted by the time change.

The following timesheet and payable time screenshots show the Autumn and Spring Daylight Saving Time shifts.

Autumn Daylight Saving Time

Hours reported for the shift spanning from Saturday 11/3 to Sunday 11/4 cross the 2AM-1AM  time change window.  Reported time on the timesheet shows a total of 8 hours reported.  Please note that Daylight Saving dates can differ from year to year according to Coordinated Universal Time Standards.

Hours are allocated wherever the 'Shift In' punch falls, in this case to 11/3.  An hour is added in Payable Time to account for time reported within the 1AM-2AM time change window.

Spring Daylight Saving Time

Hours reported for the shift spanning from Saturday 3/10 to Sunday 3/11 cross the 2AM-3AM  time change window.  Reported time on the timesheet shows a total of 8 hours reported.   Please note that Daylight Saving dates can differ from year to year according to Coordinated Universal Time Standards.

Hours are allocated wherever the 'Shift In' punch falls, in this case to 3/10.  An hour is subtracted in Payable Time to account for time reported within the 2AM-3AM time change window.

Daylight Saving Time Exception

In some cases, the shift which includes the time change will generate an exception which must be reviewed and approved before payable time will be created. To allow the exception, please follow these steps:

  1. Review timesheet exceptions which are generated for the Sunday when time changes to Daylight Saving or back to Standard Time.
  2. If the employee's shift worked anytime between 1 a.m. and 2 a.m. and included 1:30 a.m., two exceptions may be created.

  3. The exception will state: "The XX:XX:XX CST punch falls within the Daylight Savings change window".

  4. These exceptions trigger for punches during the time change period of 1am – 2am. This is because the system cannot tell if the "1:30am"punch is BEFORE the clock change or AFTER (since the system thinks there are two "1:30AMs" during the time change period).
  5. Review the employee's time to confirm it is correct.
  6. If it is correct, allow the two exceptions. Please refer to user procedure Reviewing and Approving Time and Absence Exceptions in HRS  for assistance.
  7. After Time Administration runs the next time, the employee's reported time will process and payable time will be created.
  8. One hour will be added to the shift's total hours in the Fall or one hour will be deducted from the shift in the Spring for the time adjustment. Employee works a shift on the Sunday morning when Daylight Saving Time falls back to Standard Time.

  9. Click "Exceptions" tab

  10. Select "Allow" checkbox and click "Update Exception" button

    The Exception status changes to "Allowed".

  11. Payable time will generate following Time Administration, with one hour added for the above example.
