Plan Types, Benefit Plans, and Payroll Deductions Job Aid in HRS
Overview
HRS is set up with Plan Types and Benefit Plan codes that are used by Benefit Administrators when enrolling and reviewing employee benefits. A Plan Type is a 2-character identifier for an overall classification of Benefit Plans, while the Benefit Plan is the individual option within the Plan Type an eligible employee can choose.Process Considerations:
- Although Plan Types remain the same, Benefit Plans can change over time. You may see additional Benefit Plan Codes on an employee's Base Benefit history that are no longer listed in this KB.

Deduction codes are prioritized in the payroll so certain deductions are taken before others. The lower the number, the higher the priority for the deduction to be taken. Priority is as follows:

Payroll Deduction Schedule
The Payroll Deduction Schedule for employees is shown below. Benefit deductions are split between the 1st and 2nd payrolls paid in each month to spread out the cost. 1st Payroll Paid in a Month |

- Prepay Deductions (500)
- Wisconsin Retirement System (530)
- Federal retirement (540)
- State Group Health (540)
- Supplemental Dental (560)
- Preventative Dental (570)
- Vision Insurance (590)
- State Group Life (610)
- Income Continuation Insurance (620)
- Federal Life (630)
- Individual & Family Life, AD&D, Accident Insurance (640)
- Flexible Savings Accounts and Health Savings Accounts (660)
- Wisconsin Deferred Compensation (719)
- Supplemental Retirement Program [403(b) plans] and Thrift Savings (720)
- Supplemental Retirement Program [403(b) plans] Roth and Wisconsin Deferred Compensation Roth (740)
If there is insufficient pay to cover an insurance premium, the deduction will take a partial premium and the remaining amount will go into Arrears, and the Payroll will then move on to the next deduction in the prioritized list.
