Reviewing the MSC Event Evaluation Report in HRS

Overview

Various Job Data updates may result in changes to an employee's eligibility or costs for benefits. When this occurs, Benefit Administrators need to verify if the changes are accurate and counsel the employee to ensure the employee is aware of how the job data updates will affect their benefit enrollments, eligibility, or costs, as well as obtain any required enrollment forms within specified deadlines. These changes will appear on the MSC Event Evaluation Report.

Process Considerations:

  • Enrollment in the Wisconsin Retirement System (WRS) plan will only occur once the MSC Event has been Finalized.  If the employee is a hire or rehire, the system will automatically process this Event to Finalized on your behalf.  However, employees currently employed in a Limited or Grad appointment who are becoming eligible for the WRS require the Benefit Administrator to process the Event manually and prior to their first payroll check to avoid missing any WRS deductions.
  • Because some messages only appear once and then drop off the report, and there are deadlines for enrolling in Benefit Plans when newly eligible, the MSC Event Evaluation Report must be monitored every day by Benefits Administrators at the campus.
  • Please monitor Processing the BAS Open Action Required Report in HRS  to ensure Open Events (such as an ADM, SAV, or other MSC Event) that will prevent an event from being picked up by the MSC Event Evaluation Report are processed timely.
  • Do not finalize the event if you believe the new eligibility is incorrect.  Please correct Job Data or send a ticket through Alemba to UWSS Service Operations for assistance.

Below is an example of the MSC Event Evaluation Report Headers:

MSC Event Headers

  • University of Wisconsin System MSC Event Evaluation Report:  Report name
  • Report ID: UWBNR006 is the PeopleSoft name of the MSC Event Evaluation process
  • Operator ID:  Employee ID number of the individual or process who ran the report
  • Business Unit:  This report will break by Campus indicator
  • Page No:  Page Number
  • Run Date:  The date the MSC Event Evaluation process was run
  • Run Time:  The time the MSC Event Evaluation process was run
  • DeptID:  The report will sort by department number order.
  • Event Dt: The date of the Job Data change resulting in a potential change in eligibility or enrollments.
  • Emplid: The unique Employee ID Number
  • Name:  Last name, First Name of the employee.  Employees should appear only once on the report unless more than one Event is affecting the employee's eligibility or enrollments.
  • REH Annuit:  If the employee is a Rehired Annuitant, the code will indicate the value on the UW Benefits Tab on Job Data:
    • L = Retire Post 7-1-2013 elect WRS
    • Q = Retire Post 7-1-2013 require WRS
    • R = Retire Pre 7-2-2013 no WRS
    • S = Retire Post 7-1-2013 no WRS
    • W = Retire Pre 7-2-2013 elect WRS
    • N = No
  • Current Benefit Prog:  The employee's current Benefit Program (before the Event is Finalized)
  • New Benefit Prog:  The anticipated Benefit Program AFTER the Event is Finalized
  • Health Plan: Column will be marked with an X if the employee is enrolled in State Group Health (SGH), Dental, or VSP
  • Life Plan:  Column will be marked with an X if the employee is enrolled in State Group Life (SGL), Individual & Family, UW Employees Inc, AD&D, or UIA
  • Disability Plan:  Column will be marked with an X if the employee is enrolled in Income Continuation Insurance (ICI)
  • SS Event:  Will be marked if the employee has a Self Service Event pending
  • Message:  Varies depending on the reason for the employee appearing on the report.

Under each Heading, employees with a pending Event on the BAS Activity Table will be displayed broken by both Business Unit and Department, in department order. 

Below is a chart of each Job Action that creates an Event in the system, the message that will appear on the report, whether the Event is automatically closed for you or if you are required to manually close it, as well as information on how to handle the enrollments for the employee.

Counsel employee regarding benefit changes or enrollment opportunities (e.g. State Group Life, ICI, etc) or change in State Group Health plan rates.

If the employee is currently enrolled in SGH and wants to continue to have SGH, a new enrollment form IS required.  If the employee chooses to enroll in State Group Life, or ICI, a paper application is also required.  Enrollments are processed with an ADM Event via On Demand Event Maintenance. 

Do NOT enter enrollment changes through an MSC or any other Event.

Job change from University Staff or FA/AS/LI appointment to Graduate Assistant Grad No Longer WRS Eligible
NO - requires campus to manually Finalize.
NOTE:  if you feel this is in error, do NOT Finalize the Event and open a ticket
to UWSS Service Operations.
Counsel employee regarding benefits that are no longer available (e.g. State Group Life and/or ICI etc and provide continuation notices.  Employee may have an opportunity to enroll for Grad health plan.  A new enrollment form IS required.  Some plans employees will no longer be eligible to continue (HSA, HDHP, Health Opt Out, State Group Life, and Income Continuation Insurance).

Enrollments are processed with an ADM Event via On Demand Event Maintenance.

Do NOT enter enrollment  changes through an MSC Event.  Ineligible insurances will be terminated automatically once the Event is Finalized.

This message will appear for any employee moving from the LMT Benefit Program to either a Grad or WRS Benefit Program.  Employees are required to complete enrollment forms for any plans they wish to enroll in.

Enrollments are processed with an ADM Event via On Demand Event Maintenance.

Do NOT enter enrollment changes through an MSC or any other Event. 

Job change from any Benefit Program to the LMT Benefit Program No Longer Benefits Eligible NO - requires campus to manually Finalize Counsel employee on loss of benefit eligibility and provide continuation notices.  Employee may continue to be enrolled in TSA and/or FSA plans.

Ineligible insurances will be terminated once the Event is finalized.

Job change where Benefit Program does not change: University Staff to University Staff,  Grad to Grad, or FA/AS/LI to FA/AS/LI Prog Change due to %
NO - requires campus to manually Finalize.

The employee may be changing between Benefit Programs because of a change in health insurance contribution between full employer share and the less than half time rate - or it may be due to moving between before tax and after tax Benefit Programs.

Counsel employee on any rate or tax treatment changes.
